The main objectives of the department are to:
- Study,
document and make proposals for the repeal of obsolete
and unnecessary laws;

Simplify and translate laws to all users;

Document and make proposals for the integration and
verification of the laws of Uganda;
- Identify
and make proposals for the improvement of methods
in the administration of law and dispensation of justice;

Analyse the social impact of the proposed laws; and
-
Operationalize international and regional legal instruments
which Uganda has ratified.
Composition of the Law
Reform Department
A
commissioner in charge of law Reform heads the Law Reform
Department. The commissioner, law reform is to be deputised
by an assistant commissioner. The department has two
principal legal officers, one in charge of law reform
and research and the other in charge of education, documentation
and training. The post of assistant commissioner is
yet to be filled.
The department is divided into 3 sections; law reform
and research; education, documentation and training
and the sociology sections. The sections are headed
by principal legal officers and a senior sociologist.
ACTIVITIES
OF THE LAW REFORM DEPARTMENT
Law
Reform and Research
The
law reform and research section is responsible for initiating
legislative proposals and activities such as program
development and research necessary to formulate recommendations
to policy makers for the improvement in existing laws
and for the introduction of new laws.
Since
the previous annual report, the commission has continued
to make progress in law reform work. Most of the projects
were initiated in 2003 and handled together with the
various stakeholders on the taskforce. A full list of
all the taskforce members for the various projects is
attached and marked Annex “3”.
The
projects fall under two broad JLOS programmes i.e. the
Commercial Justice Reform Programme and the Criminal
Justice Reform Programme.
